Her research focuses on regime transitions, political institutions, and the politics of East and Southeast Asia, with particular emphasis on the Philippines. She holds a Ph.D. in International Affairs from the University of California, San Diego, an M.A. in Development Studies from the Institute of Social Studies (Netherlands), and a B.A. in Law from Keio University. Her edited volume, Decolonization and Regime Change in Asia: Historical Origins of Democracy and Dictatorship, is forthcoming from Springer (2026). Her work has appeared in Asian Review, Electoral Studies, Journal of East Asian Studies, Legislative Studies Quarterly, and Party Politics. A leading expert on American foreign policy, technology, and global competition, he has shaped critical strategies in cybersecurity, satellite policy, telecommunications, and internet governance. Dr. Lewis was instrumental in drafting the first comprehensive national cybersecurity strategy and played a pivotal role in crafting global norms for responsible state behavior in cyberspace. His distinguished government service includes assignments in Central America, Panama, the Gulf War, and key international negotiations, including the Wassenaar Arrangement.
