(2) Oystein Tunsjo: The Risk of Limited War in Maritime East Asia. 일자: 2026년 02월 24일 화요일. 시간: 13:30~15:30 장소: 수선관 9층 61907 강의 소개 (1) Ian Bowers: Arms Racing and Military Competition in the Contemporary Era Are the United States and China amidst an intensifying militarily competition? Traditional ways of measuring such competition – comparing military budgets or the building of similar platforms – indicate that the answer is a resounding no. While China is rapidly expanding its navy, the United States is not keeping pace. Similarly, whereas Chinese military budgets have increased dramatically in absolute terms (albeit not in relative terms), U.S. military budgets have not. Yet, for all intents and purposes, both countries are heavily engaged in competition with political, strategic and force posture signals all indicate the emergence of a competitive, adversarial military dynamic. Traditional measurements now often fail to capture how modern, advanced militaries compete. Based on a forthcoming article in the journal Comparative Strategy, this talk shows that both academic and policy communities need to update their methodologies. By examining the operational concepts of militaries, one can discern how and against whom they are preparing for war. This approach reflects changes in contemporary warfare where the creation of effects from multiple sources now dominates operational planning. (2) Oystein Tunsjo: The Risk of Limited War in Maritime East Asia Professor Tunsjø will in his talk argue that there is a new U.S.–China bipolar international system. Although some observers have compared the U.S.–China superpower rivalry to the Cold War, important geographical differences make limited war in today’s East Asia more likely than it was in Cold War Europe. During the Cold War, the main confrontation zone was Central Europe, a dense land theater where any war would have escalated quickly and catastrophically. Because both sides understood that even a limited conflict could rapidly become a full-scale nuclear war, leaders were strongly deterred from military action. In contrast, the current rivalry between the United States and China is centered on maritime East Asia, especially Taiwan. Fighting at sea is easier to limit than fighting on land, which paradoxically lowers the threshold for war. Since Taiwan is separated by water and the U.S. has no permanent forces stationed there, American stakes are seen as lower than they were in Europe. This could encourage Chinese leaders to believe they might attack Taiwan without provoking full U.S. intervention, increasing the chance of conflict. Geography also affects nuclear risks. In Cold War Europe, using even “tactical” nuclear weapons would likely have caused massive civilian casualties and uncontrollable escalation. In East Asia, however, there are fewer concentrated targets, and nuclear strikes could theoretically be more limited and precise, such as against ships or isolated bases. This makes limited nuclear use more thinkable, even if still extremely dangerous. The talk concludes that maintaining peace today requires a different strategy from the Cold War. Nuclear deterrence is not as central in the contemporary superpower rivalry in East Asia as in Europe during the Cold War. - [동문] 2025학년도 북미주연합장학재단장학금·이승만장학금 수여식 개최
- 2025학년도 북미주연합장학재단장학금 및 이승만장학금 수여식이 10월 27일 오전 11시 30분 인문사회과학캠퍼스 교수회관에서 개최되었다. 수여식에는 장학금 수여 대상자 8명과 함께 윤비 사회과학대학장, 이종혁 정치외교학과 교수, 강점복 사회과학/예술대학행정실장이 참석하여 자리를 빛내주었다. 북미주연합장학재단 장학금 및 이승만장학금은 2024학년도까지 각 42명, 32명의 학생들에게 수여되었다. 2025학년도 북미주연합장학재단 장학생으로는 박세훈(심리 ‘20), 유진영(정외 ‘21), 정성은(심리 ‘24), 정호정(글리 ‘23) 4명의 학생이 선정되어 총 600만원의 장학금이 수여되었으며, 이승만장학금 장학생으로는 정치외교학과 김민정(‘22), 김유목(‘24), 박제성(‘23), 이재우(‘21) 4명의 학생이 선정되어 총 600만원의 장학금이 수여되었다. 북미주연합장학재단 이사장 겸 이승만 장학재단 관리위원장인 문종대 회장은 미국에서 “이번에 선정되신 장학생 여러분에게 진심으로 축하 드리고, 각 분야의 모든 면에서 더 열심히 정진하시길 바랍니다”라고 온라인으로 격려 및 당부의 뜻을 전했다. 행사에 참석한 장학생들은 뜻깊은 장학금을 받게 된 기쁨과 함께 “이번 장학금 수여를 계기로 더 큰 꿈과 미래를 꿈꾸게 되었고, 사회에 진출하여 자신도 문종대 회장님과 같이 후배들을 도울 수 있는 동문이 되겠다”는 포부를 밝혔다.
