Introduction

The KOICA-SKKU Master's Degree Program in Public Administration(Local Government), which will be started from August in 2017, will produce future leaders from diverse countries.

 

This program is sponsored by KOICA(Korea International Cooperation Agency) and SKKU. Once admitted, the students will get to perform the course of study which is divided into 2 tracks(Specialist Career Track and Management Career Track). Also, they will get opportunity to experience and learn Korean culture.

 

Academic atmosphere and systemic curriculum at SKKU have a important in strengthening student's capacity.
Getting the opportunity to learn and international network at SKKU will become a foundation developing academic Knowledge and executive ability to be a global leader.

 

Objective

The MPA program in Capacity Development in Local Public Administration aims to strengthen the local government officials and civil servants by providing an integrative educational program with a balanced curriculum that enhances their managerial skills and analytical policy expertise. The program has the following specific objectives.

 

  • To foster the skills, intuition, and flexibility required to be effective local government leaders and professionals
  • To equip a broad range of analytical competency to devise concrete solutions to unique and complex problems facing cities, rural, and population centers in a globalizing world
  • To integrate theoretical learning with opportunities for practical applications
  • To share the Korean successful local governance experience and knowledge with other developing countries, which would enhance their ability to further their expertise in the areas of economic development and quality of life at the local level
  • To conduct academic research to enhance the understanding on local government administration/management as well as capabilities of public administration and public policy

 

Courses

Core courses

Understanding Local Government, Research Methods, Local Government Internship, Academic Writing and Research Ethics

 

Module 1 : Public Management

Theories and Praxis of Public Management, Organizational Theory and Behavior, Management Science and Statistical Method, Seminar in Human Resource Management

 

Module 2 : Policy Analysis and Evaluation

Public Policy : Theory and Practice, Policy Evaluation, Dynamics of Public Policy Process, Government Regulation

 

Module 3 : e-Government

e-Government Theory, Information Communication Technology(ICT) and Public Management, e-Government & Public Policy, Development and Governance

 

Module 4 : Regional Development and Local Public Finance

Disaster Management, Local Public Financial Management, Local Government and Public Administration, Urban Policy and Management

 

Upon completion of the required courses of 33 credits and acceptance of Master's thesis, the MPA students will be eligible for graduation. The name of degree is Master of Public Administration(MPA) in Local Government.

 

The KOICA-SKKU Master's Degree Program on Global e-Policy and e-Government was operated from August in 2008 to June in 2017. The able 176 leaders from diverse countries have been produced through this program.
